Town, County and Fire District Taxes Due Monday Night

TOWN, COUNTY AND FIRE DISTRICT TAXES DUE MONDAY NIGHT BECAUSE APRIL 30TH FALLS ON WEEKEND

The town, county and fire district taxes are usually due on April 30th. However, because today falls on a weekend you have till Monday night to pay your tax bill!  The office of the Receiver of Taxes will be open Monday till 7 PM at Town Hall. You can also pay online or by credit card.

The Town of Greenburgh now has the ability to accept tax payments by ACH Debit of your checking account via the website.

This is a direct debit of your checking account for payment of your tax bill. There are no fees or surcharges associated with this type of payment.

The Town of Greenburgh now has the ability to accept tax payments by credit cards via the telephone (1-800-272-9829) and internet.

Since the town cannot absorb the service fee charged by the credit card companies, (these companies will not allow us to pass this fee along to the public) an outside firm had to be retained. Please be aware that this firm charges a significant 'convenience fee' to process your tax payment.

Official Payments Corp. is the same company that is utilized by the IRS and several State tax collection agencies.

Chlorine Leak Requires Special Operations Team Response

On Friday evening at approximately 8:30PM, Westchester County’s all-volunteer Hazardous Materials Response Team responded to a chlorine leak at what’s known as the “Shaft 18” water treatment plant near the Kensico Dam in Valhalla. Once notified, the Team responded as a mutual aid response with the Valhalla Fire Department and an agreement with the Department of Environmental Protection (DEP). The leak, apparently cause by either a failed pipe or fitting, was back in service about 24 hours after the initial chlorine leak forced its shutdown.

While the cause of the leak remains unknown, officials have narrowed the failure to one section of a pipe in “Shaft 18”. Entry was attempted by the Hazardous Materials Response Team and DEP personnel in level B response suits to get readings and evaluate the damage. As the responders got close to the building, their readings were found to be at such a high concentration, the entry team was forced to withdraw and change into level A response suits. This change of suits would allow them entry into the hazardous atmosphere to do their assessment. While the readings were extremely high, the chlorine spill was contained inside the building and the public was never at risk to exposure.

According to DEP representatives, chlorination operations were resumed to normal operations shortly before 5 p.m. on Saturday. Crews spent much of Saturday replacing equipment, as well as alarm sensors, which became damaged because of the leak. After testing all of the plant’s systems, and everything was certified, the systems were put back on line. 

ABG asked if this plant was even necessary after the new RV Water Treatment Plant on Walker Road was put on line. The explanation was that most of the water is treated at the new plant but still requires final treatment with chlorine beyond just the UV treatment. As such, the Shaft 18 facility is still required for water treatment but used in a more reduced capacity than before. The plants process drinking water for a variety of communities in Westchester, as well as for most of New York City’s clean water supply. But officials said that the leak did not affect water service, and that there was never a threat to public safety.

Other water treatment plants in the Westchester water purification system increased their chlorination operations of water during the Valhalla facility’s shutdown. Water going to New York City was chlorinated at a separate, alternate site farther down the water-line system. Residents may have smelled a slight bleach-like odor on Saturday as the facility was being aired out.

The Valhalla FD and the County’s Special Operation’s Response Teams encompasses Hazardous Materials and Technical Rescue response professionals from many walks of life. Their dedication, training, and responses help to keep everyone’s taxes low and safety at an all-time high level.

Lash Kia – Gone?

We’ve spoken to Lash representative Michael Basta (like pasta), about our original post that the Lash Kia was closing their doors. He insisted they were not. In a subsequent meeting with him he assured ABG that they were very much operational and not closing their doors. He explained and we wrote a follow-up article stating precisely that. He had explained that Lash Kia was selling the Kia dealership to one of the northeast’s largest Kia distributors. However, at the day of the closing for the sale, Kia USA put a stop to the transaction. One of our readers recounted her story of trying to get her car serviced there and was told they were no longer an active Kia dealership.

Mr Basta explained that our story was part of the catalyst the Lash attorneys were using in the struggle to move forward with the sale despite Kia USA trying to put a stop it. No explanation was given as to why it was being blocked by Kia USA. Mr Basta had explained how difficult it was to do business in the Town of Greenburgh between the Town’s regulations coupled with the landlord’s limitations. “I can’t put more than four cars out in the lot on display. I can’t put the cars on the grass median between the sidewalk and our lot. I can’t use balloons. I can’t hang signs. I can’t play music. This list is endless.” We sympathize with all of our Town business owners. It’s a daily struggle to just put the key in the door and we have written previously about Town fees, regulations, fines and penalties incurred just to try to make a living. Our Town Board is always seeking new ways to generate revenue through their parochial and exhaustive taxation.

Regardless, in driving by the Kia dealership location at the corner or Rt 119 and Manhattan Avenue, the showroom which previously had several new Kia models on display, several sales personnel at the desks, and customers milling in and out, is now vacant. We know Mr Basta is “safe” as his office was next door at the Lash Volkswagen dealership, but hope that the other employees continued to be employed. ABG hates to see any business close and sincerely hope the sale of the dealership is the reason for the vacancy and not that of excessive regulations, fees and fines forced another business from the Fairview area. It’s tough enough to operate a business without have the Town “pile on” business’ problems.

On an additional note, we still don’t have a retailer to take over the supermarket vacated by A&P about two years ago. There are numerous vacant stores throughout the entire campus of the Crossroads Shopping Center. The landlord has announced they will be giving the entire complex a facelift. County Legislator Alfreda Williams has coined the phrase for this Fairview area as “ghetto-ized by Mr Feiner”. We hope the facelift will attract new and unique businesses. We just have a hard time listening to proposal after proposal by developers, blessed by Mr Feiner and his Board, that continue to include whatever the developers want and then with the requisite “retail space”. With all these vacant storefronts available, why build more? Why not slow down the over saturation of buildings, lessening of green space and increase of impervious space and address the issues already at hand without adding to the problem?

There’s an election coming and ABG hopes the voters are seeing what’s going on and willing to make a long-overdue change. It’s time to transform our Town into something better.

“Drowning” in Taxes

We’ve previously posted* about the proposed and now voted upon water rate increase for the Unincorporated Town residents. At Tuesday’s work session, The Paul’s newest tax sailed right through, pretending the process is painful but necessary. The Paul has the chutzpah to actually say, “We have to bite the bullet and be responsible”. Responsible? Really, Paul? The audacity exhibited by The Paul never ceases to amaze the entire staff at ABG. We’d like to see The Paul follow the law so we don’t have a dozen or so lawsuits pending against the Town? We’d like him to not lie under oath or destroy evidence (Fortress Bible). The list seems endless.

While claims to increase the water bills for the average Greenburgh residents by 24% is a significant one, it must be said that his false statement of achieving the NYS 2% tax cap simply doesn’t hold water. Yes, it’s a bad play on words but ABG staffer Christina insisted on using it. At the end of the day, between last years 72% increase and now this 24% increase, it’s impossible for The Paul to say he adhered to the tax cap! ABG understands there are numerous ways to “achieve” compliance and still have a significant tax increase. He’s come up with another.

The Paul has been making the residents “bite” many bullets repeatedly during his twenty-plus years in office. Seniors who supported him when he first ran for Town Supervisor are finding they are unable to continue living in their homes within the Town under his administrations. One widow told an ABG staffer that her social security benefits check totalled $14k a year. Having raised her family in the house she was born in, she was forced to finally sell her home once her taxes reached the same amount. Eventually, she wound up in a (DSS) subsidized apartment on Manhattan Avenue. She used to enjoy sitting outside on summer evenings but can no longer do that as she fears for her safety and feels alone with no family nearby. What a far cry from how she had planned to spend her final years.

“Rising expenses, repayment of past obligations and future projects demand the board act immediately, Feiner said. “If we don’t raise rates today the water district will see its debt increase and it’s going to be worse,” Worse? Again, really? We sincerely wonder what new projects there are that warrant this high an increase? It cannot be to repair or increase the infrastructure as that hasn’t happened since he’s taken office. The flooding caused by Tropical Storms Irene and Lee proved throughout the Town that we are inadequately served, in disrepair or frankly, in an almost hopeless condition. In typical form, he fired off letters to every legislator he could find requesting something be done by everyone but himself. Former Elmsford Trustee William Zimkin proffered a marginal solution for the Saw Mill River flooding along the 9A corridor. The Paul latched onto this stopgap as if it were his own panacea. Ideas abound, just not the The Paul or his administration.

The Paul promises another increase of at least 10% in 2013. The undeniable issue is that he doesn’t have a clue as to what he’s doing at the helm of this rudderless ship. The Stepford Board just goes along with what he instructs them to do, occasionally offering a rebuke when there’s the unwritten guarantee of passage or he’s prearranged their objections with them. They stay in line to ensure being reelected, lest they suffer the fate of the last casualty, Sonya Brown. While we had high hopes for Ken Jones, he’s fallen in lockstep with the Board faster than water floods into Babbitt Court. Greenburgh needs a change. We can only hope.
