ABG inadvertently omitted several points in our previous post about the forum held by the NAACP on Monday night. We hope to correct that with this post, hence, part 2.
While The Paul had the floor, he bragged about the scatter site housing near Manhattan Avenue that would be torn down to have new low income apartment buildings built in their place. Subsequent to that comment, when Legislator Alfreda Williams had the floor, she correctly pointed out that The Paul has purposely contained almost all of the low income housing in the Fairview section of the Town. And this latest project would just be a further continuation of that policy. She said the result has been the “ghetto-izing” the area! She also correctly pointed out that this is another form of discrimination that appears to have gone unchecked by The Paul.
When the creation of the WestHelp housing was being discussed, formulated and created, this same chapter of the NAACP was a participant group struggling to develop this property as a project for affordable housing. Back then, affordable housing was sometimes considered Welfare Housing and was often met with all kinds of resistance and derision, relegated mostly to the cities. In time, that moniker was eliminated. Regardless of what it was called, the Mayfair-Knollwood Civic Association, as well as several now, high ranking County leaders (Astorino, McCormack, Smith) were, and still are, against the facility as a low income, affordable housing facility. They remain the embodiment of a portion of the Mt. Pleasant/Valhalla’s Not In My Back Yard (NIMBY) crowd! You would hope high-ranking public officials would understand the value this property holds as existing housing?
To Williams’ credit, she also stated that The Paul requested RFP’s for this property. For the uninitiated, that is a Request For Proposal that developers will submit to the Town proposing work to be done. Bidders would like to receive the awarded contract. There were six proposals, with the Ferncliff School being one of them. Ferncliff’s proposal is to tear down the apartments and build a new facility. The others were all proposing some kind of affordable, senior, low-income, municipal and/or emergency services housing. Williams’ point was that after inspection, they all maintained that while the apartments needed various levels of work, these were still well-built, viable and usable apartments that will have a long future of use. This is contrary to The Paul’s statements that these apartments are in such disrepair the facility needs to be destroyed. ABG would like to point out that while these RFP’s were submitted in ernest, they weren’t requested in ernest by The Paul. It was another deflection on his part.
As The Paul rattled off a list of affordable housing in the Town, focused primarily in Fairview, he touted the new soon to be opened Westhab housing facility at Tarrytown and Old Kensico Roads. He lied about working with the neighborhood. He lied about the neighborhood being in favor of the project. He lied when he said Greenburgh’s employees will live there. They will only live there if their name might be chosen from a tri-state lottery. William’s countered with the truth and acknowledged that a resident was in the audience and willing speak to The Paul’s comments. He was never called on to speak.
ABG knows that The Paul had promised the Fulton Park neighborhood something completely different. Some twenty years earlier, when the old property was a former hotel called the King’s Inn, he told the neighborhood that if and when the homeless population were removed by the County, he would want to see a Senior Citizen Living Facility at the site. The neighborhood worked intimately with Westhab and it’s residents to maintain a pleasant relationship. The facility that will be opening in a few months will not have seniors, municipal employees and might have two or three veterans - as promised to the Town Board after they Spot-Zoned the property to accommodate the developer. ABG’s guess it it will invariably be filled with DSS and Section 8 recipients, hardly the senior facility he promised.
While The Paul was a Westchester County Legislator, he was in favor of the WestHelp affordable housing site. Wilson’s one and only question asked of The Paul, was, “Why did you support the WestHelp affordable housing when you were a County Legislator but now as Town supervisor you won’t support it?” The question went unanswered. Time would ultimately be the audience’s enemy and The Paul’s rescuer. Before they could extract an answer from The Paul, the NAACP President was forced to end the dialog as their time for the space had run out and the crowd had to leave.
It was apparent to those in attendance that The Paul insulted the NAACP’s members and good work they have done to create affordable housing in Westchester and Greenburgh. More importantly, The Paul exposed himself as the racist he is when he discussed people of color and the segregated clustering of affordable housing in the Fairview section of the Town! He has ruled the Town for 21 years and while he’s been able to mask his bad behavior with his bumbling persona, his armor has finally wore thin and the chinks are beginning to expose him for what he is. It’s time for him to go. We can only hope.

New Deflection Tactic: It’s Not Me, It’s Them!
ABG has bemoaned The Paul’s deflection tactics quite often. The latest “game” is his tactical switch regarding The Paul’s abandoning of the WestHelp property and contract. The contract would have generated a guaranteed $1.2 million in revenue if The Paul had simply signed the renewal contract between the County and the Town. Traction of The Paul’s inaction is spreading, and even The Paul’s allies in the lamestream media are now starting to say he cost the Town $1.2 million a year. Imagine how different the stories might have been had The Pauls’s media cohorts actually reported instead of regurgitating his press releases?
The Paul’s newest tact is that Westchester County is not moving fast enough for The Paul and his Stepford Board in making a decision with possible usage of the former WestHelp site on the Westchester Community College campus. So now, instead of recognizing and being associated with inaction to the loss of $1.2 million in contracts with the County, The Paul wants to be seen as trying to use that property right away, that it is languishing even though he has a prospective tenant for it. Apparently, his lead agency mentality with the ability to ramrod through any he decision he desires has taken hold. ABG believes if feels if he can deflect the conversation away from his inaction about not signing the contract to making the issue about the County Executive’s inaction with the property, he’ll shine again, the clouds will part and everyone will forget his bungling of the no-brainer contract. ABG will not let that happen.
He’d like us to forget that the facility is vacant and falling into disrepair because of his refusal to renew that contract. He’d like us to think then County Executive Andy Spano’s office delayed the contract to renew and it’s because of them the facility is vacant (its always someone else’s fault). He’d like to convince us that the Spano administration was seeking to repurpose the property anyway and his inaction was not the reason Greenburgh no longer is being paid for a contract he chose to abandon.

ABG is not concerned with who specifically lives there, rather, that qualified and/or deserving and people needing housing are provided help. The Town’s Greenburgh Housing Authority has a waiting list of about 250 people seeking low income housing. The amount of homes this could provide to some of those people could reduce that number by 108, the amount of units at the facility. ABG feels The Paul should bite the ego-bullet, admit he screwed up – again – and take real action providing homes for those on the waiting list. ABG doesn’t want to see more press releases about building a new school for a Yonkers school when Greenburgh residents need a place to live! The needs of our own should be what is motivating The Paul. Unfortunately, they’re not!

The Paul and his Stepfords can solicit proposals all day long. He's Lying Again!
Most projects
in Greenburgh take years before a shovel even touches the ground, but Supervisor Feiner
wisked Westhab’s publicly funded, 4-story apartment building, squeezed onto a
.7-acre piece of land, through the process in months! When it's a pet project of Feiner, all rules and regulations are summarily waived. When, not if, someone objects, he finds a way to either remove them from the equation or will deflect attention from himself to something else, such as a bridge or two percent tax cap.
This Westhab project will overwhelm the
transitional space from light commercial to residential into the small residential neighborhood of Fulton Park. Supervisor Feiner promised
them a senior assisted living facility if the homeless were ever to leave. Lie! Then he promised workforce housing for Greenburgh employees. Lie! The neighborhood favored workforce housing for Greenburgh employees but wanted it scaled to fit the property. The Paul said no, siding with Westhab, saying that it had to be big for it to be cost effective. One resident at one of the hearings, which are only a nuisance to Feiner and his projects, asked to see the final offering from Westhab so the community wouldn’t have to repeatedly waste their time coming to different meetings and hearings to see the newest plans.
The neighborhood learned that Feiner repeatedly and routinely lied every step of the way! It turns out that this project wasn't for Greenburgh Municipal employees. In fact, it was not for anyone from Greenburgh, employees or not! All lies! He stated the project was needed there because it would be a
convenient location for the residents to go to Central Avenue restaurants, the
train station, bus stops. Originally, he had a different tune, one where these residents would walk to nearby supermarkets. Well, those are closed and now he’s touting workforce residents dining at Central Avenue restaurants, not
about closed supermarkets or people needing food at home. How much spendable money do these residents have to use on recreational dining?
In a recent press conference held by Feiner, he now states, “Something is going to be
built here and I think this is the best option.” What? Are there new plans – or
did he re-re-rezone the space for them yet again? He and the Town Board have routinely changed zoning and requirements most people could only dream of or read in a fictional novel about government deceit, greed and corruption.
Unable to rent
these tiny apartments at market rates, Westhab will approach DSS and rent them to
Section 8 recipients. When the public refuses to rent these overpriced, postage stamp sized apartments, they’ll be used to house parolees, addicts and worse. It’s a well paying
business model for Westhab. It a sham for us and a shame for this neighborhood to be punished like this after tolerating the homeless there for over 25 years.
Fulton Park is still
reeling from Tropical Storms Irene and Lee with no relief from Feiner and crew. They’ll
see a permanent increase in flooding, traffic, noise, crime and gangs to a once
beautiful little neighborhood. Crime and Section 8 housing go hand-in-hand. Think, North Memphis, TN.

Stop and Shop or Stop and Steal?
The new 67,500 square foot Stop and Shop Super Center store will be opening this week. The location of the new supermarket is actually where the old Premier Theater had been located many years ago. The difference today is when the theater had been there, with the amount of impervious space it had, there weren't any other buildings in the area. Water drainage was not a problem back then! According to The Paul, and we quote, “Unlike many development application projects that experience significant opposition from the community - this supermarket had an enthusiastic group of immediate residents behind it from day one. I received many calls and e mails from residents expressing a desire for a quality new supermarket.” It's only a true statement when you study how the question of the new Stop and Shop was posed.
When asked if people would favor a new supermarket offering? The answer was usually yes. Would you be in favor of a new super center style supermarket with a larger variety? Larger variety? The answer was yes. So, as people were polled about a new supermarket, the carefully asked questions guaranteed certain positive answers. No one was asked if closing the existing Stop and Shop would impact the neighborhood negatively. No one was asked about the amount of impervious space that would be created, affecting the water runoff in the already saturated and heavily flooded areas – except the Glenville Community Association, the Babbitt Court Residents and the business and home owners along the 9A and Rt 9 flood zones along with the G-8.
Many in Tarrytown’s Rt 9 and surrounding area who were able to walk or bike or take a bus to the existing Stop and Shop (formerly First National, and then Finast) were vociferously against the new Stop and Shop! The Paul prefers to ignore this in his post. Once the existing Stop and Shop closes, the space will be used for yet another CVS. Apparently, we don't have enough drug stores in the area. We have nothing against CVS, but there is a claim that they will have an “expanded convenience food department”. What, more Twinkies?
Also in the mix, as part of Thomas Madden’s job security initiative, are plans to create an assisted living facility nearby. This effort, along with The Paul’s devaluing of the Unincorporated Town space, has been proposed to create multiple apartment buildings, actually twelve, along the Rt 119 corridor. This all dovetails into the proposed train, bus, car corridor they plan to develop Rt 119 into with the expansion of the Tappan Zee Bridge replacement.
An issue ABG has with this expansion is not to utilize mass transit in the area, but we are a suburban area they are trying to develop into a more urban setting. There will condemnations and eminent domain utilized to take over homes and businesses properties to make this happen. The goal of the separate elevated bus route is to have a bus stop for pickup/drop offs at all of the bus stops every five minutes and then have the buses all exit (near exit five of I-287) onto Rt 119 and proceed to the White Plains Transit Center. After this visit, it starts all over again. If you think there’s congestion on Route 119 now, just wait!
The Paul has assisted in closing two major supermarket outlets. While we recognize he didn’t do it alone, the soon-to-open HMart in the old Pathmark location will serve a limited clientele. That’s okay. But the A&P that closed in the Crossroads Shopping Center is continuing to devalue that neighborhood. As the store stands vacant, and falls into disrepair, fewer new tenants will be interested in revitalizing this store or the neighborhood. Unfortunately, it’s the neighborhood’s residents that suffer. Since The Paul and his Stepford Board have declared the Manhattan Avenue area low income in perpetuity, ABG believes little will be done by the Town to improve this area - stealing it’s future. We can only hope!
