Now that Mr Feiner has alienated his loyal base of Village residents via the revaluation, said to have been handled ineptly by Tyler Technologies, he is scrambling to validate the increased taxes the Villagers will be paying in their next tax bill. But is it enough? This same voting base were his guaranteed votes that would routinely put him back into office year after year.
The Jefferson project proposed at the Ardsley and Dobbs Ferry border between Rt 9A and the Saw Mill River Parkway is just one example. He has rallied against it. Why? We believe he did so because it would increase his school taxes. As you may know, about 60% of your property taxes is school taxes. He also did this on behalf of Ardsley resident and Greenburgh Town Board member Diana Juettner. He did the same thing against an assisted living facility proposed in North Elmsford’s Payne Street area. The location is in the backyard of Greenburgh Town Board member Kevin Morgan. He’s also fought the Yonkers development of a big box store in his own back yard as part of the Stew Leonard’s property expansion claiming traffic concerns. When Greenburgh residents have the same concerns about projects in their neighborhoods, they are summarily dismissed and told to suck it up. Can you say Not In My Back Yard (NIMBY)? Meanwhile, they routinely tell all of us how good this is for the Town, the neighborhoods, the residents, etc. Ultimately, it is not.
Roll Camera. In spewing his “what we’ve done for you lately” propaganda, there are some truths but also a great deal of unsubstantiated showmanship. First, he makes sure that someone else is to blame by saying the Villages are part of the Town because of state law. Second, he provides a breakdown of the taxes Villagers pay, claiming only 2% of their entire tax bill goes to the Town services. Again, according to him 60% goes to school tax, which the Town is obligated to collect. The rest of his tax collection speech is him doing the Feiner vamp, saying nothing and proving politicians can speak without saying anything. Stop camera.
He says:
What does the town do for the 2% of your entire tax bill? ABG provides a closer to the truth answer to each point.
1. We offer advance life support (ALS) and paramedic services which has a proven record of repeatedly saving the lives of village residents. Hopefully, you won't need them, but if you do these services are ready to respond to your call 24 hours a day.
Real Answer: They do provide this. However, the Villages pay the Town for this service. What he doesn’t mention is that the Village Ambulance Corps augment the Greenburgh ambulances by responding to Greenburgh calls when requested through Mutual Aid. And while Greenburgh is the “owner” of the call and bills for its services, they do not share any of those monies collected with the ambulance corp or fire department ambulances they used.
2. The town's town wide senior program serves or delivers over 30,000 meals to village seniors each year. The program provides a hot meal five days a week to eligible seniors. We have three nutrition sites - in Dobbs Ferry, Tarrytown and unincorporated Greenburgh. Our home delivery program provides delivery services to seniors who cannot come to one of these sites.
Real Answer: Mr Feiner habitually throws out numbers hoping some of them will “stick”. Sadly, while he is telling you they deliver 30,000 meals to village seniors, we know it's simply not true. No matter how we did the math, there seems to be about 120 seniors out of about 92,000 total residents who are are getting meals from the Town. And there is no informational breakdown available between Town and Village recipients.
3. The town has a recreation program for developmentally disabled residents.
Real Answer: This may be, but we could find nothing about this on the Town website.
4. The town's animal control department responds to calls for service within the villages. If there is a stray or injured animal the animal control unit will respond. We transport the animals to an appropriate medical facility for care.
Real Answer: This is sort of true. Animal Control is only available between 9 to 5, if the animal control people are available/working. By the way, they won't take every type of animal.
5. The town's civil defense unit provides civil defense services during natural disasters and other major events, such as post 9/11 and during blackouts. These services include coordination of communications for police, fire, paramedics and refilling of air packs and fresh air for specialized rescues. The unit also responds to refill the air tanks of village volunteer firefighters during fires.
Real Answer: While we applaud the work performed by the Civil Defense, this is an extremely small group of volunteers without the personnel necessary to do a lot during an emergency. In fact, they are augmented by the Town's C.E.R.T. group. They DO go to fire scenes and fill air tanks for any firefighters who request them. The paid fire departments have their own systems and don't utilize them. In fact, there's a move now by the paid departments to replace all of their air packs which will require that they purchase new refilling systems. If they didn't use the Civil Defense's system for free, they could go to the Westchester County Fire Training Center in Valhalla and refill their air tanks there 24-7-365 at no charge.
6. The town's highly trained and specially equipped special weapons and tactics (SWAT) team is available 24/7 to respond to emergencies. Officers from throughout the town who meet very rigorous standards are readily available to respond to emergencies in the villages.
Real Answer: This is true. The Town's special operations groups are comprised of the paid fire department members and the police department members and require overtime that the taxpayer must pay. Once dispatched, their positions are required to be "backfilled" by off-duty members. This is mostly billed as overtime to the taxpayers. The County has the same special operations teams that can be called out at a moments notice and at no charge to the community and have much more resources available to them.
7. The town's road striping unit is responsible for striping roads, including the center and side lines and crosswalks on roads in all six villages.
Real Answer: While valuable, we're guessing this is not vital. What is vital is to have more police officers on the road, patrolling our communities.
8. The town acts as a collection agent for the schools and county. The town guarantees 100% of the taxes to both entities. If you do not pay your school or county tax bill the town pays it for you. The town then has to use its offices to pursue collection of all unpaid taxes.
Real Answer: This is true, the Town is obligated by law to collect these monies. They don't do because they want to help the Villages out.
9. The Town Clerk
• Responds to FOIL requests from residents town-wide; and provides…
Real Answer: All government agencies are required to respond to FOIL requests. The Town of Greenburgh seems to take an inordinate amount of time fulfilling this obligation while other communities seem to do this more quickly and at less cost to the taxpayers.
• dog licenses to residents, town-wide;
• marriage licenses to residents, town-wide; New York State Licenses: Fishing, Hunting, Handicap Parking Permits;
• Town of Greenburgh Licenses: Cabaret, Canvassing/Peddlers & Solicitors, Filming, Sanitation (private), Taxicab and Taxi Driver;
• Senior Citizen Rent Abatement Program (ETPA) for qualified town residents;
• Management of all vital records (marriages and deaths) that occur in the Town of Greenburgh;
• Sales Tax Letters to residents and businesses for correct Sales Tax amount for the town; and several other miscellaneous services.
Real Answer: While all of this is true, it's our understanding that these services take up a miniscule part of the Clerk's office time and frankly, that's their job, regardless of the Villages' usage of it or not.
10. The Town's Sewer Department responds to calls for service from the villages for sewer emergencies 24/7, which require the use of The Town’s jet/vac truck and operator.
Real Answer: While it is available, our understanding is that it is not used that often.
Because the Theodore Young Community Center was paid for with federal and state tax dollars, residents of the villages have the ability to use the indoor pool at the Theodore Young Community center and to participate in their programs.
Real Answer: While true, most people are unaware of the center because of where it is and if they are aware of it, find there is very little time available to use it because there are daily programs already filling their burgeoning calendar.

Real Answer: While these services may be available to the Villages, it hardly justifies the significant tax increase revaluation is placing on many residents. Your Vote Is Your Voice
Election Day. It evokes a plethora of emotions for many people. Newly ordained citizens understandably can't wait to partake of the process. Natural born citizens' emotions range from "its my right and duty as a citizen" to "why bother?" to "it makes no difference/its a waste of time". Wherever your sentiments might lie, your vote is your voice. This November promises to be an exciting election in most places except Greenburgh. It won't be exciting here because the result is forgone.
ABG writes often about Greenburgh's "willfully ignorant" taxpayer/resident/voter/OIMBY. Mr Feiner counts on their reticence. OIMBY is a phrase we developed after witnessing a normally apathetic constituency only get riled up when something is happening to their neighborhood. OIMBY, or Only In My Back Yard is a turn of the phrase NIMBY, Not In My Back Yard. ABG has often written about individuals and neighborhoods that have been ignored by the Town and lumbered like a sleeping giant until Mr Feiner and his minions decide to practice their own form of social experimentation where it doesn't belong, favoring developers over residents and existing businesses. Of course, by then, Mr Feiner has already forged the project as a done deal and the neighborhood is left broken. As Mr Feiner attempts to extort "gifts" from developers to ensure application approvals, our Town is held hostage to the highest bidder. And even though he has been cited numerous times for campaign practices, he remains unrepentant and continues his illegal, questionable and despicable behavior. Disappointingly, he has enlisted the help of his Town Board as his political power ensures their re-election as long as they comply with his mandates.
As we enter October, just one month before the November elections, we will be inundated with campaign mailings, garish and an overabundance of yard signs littering our landscape, robotic phone calls (robocalls), some with the candidates voice and some not. All of the candidates and the respective political machines behind them will have loyal volunteers and paid personnel staffing the phone banks in hopes of getting their candidate elected. Sometimes it might even work. Most times promise a hang-up by an angry constituent in the middle of life, preparing, eating or finishing dinner or helping the kids with homework or getting them ready for bed. Our vote is our voice. But our voices need to be respected by those seeking to get elected.
The political climate in Greenburgh is heavily one-sided as 22 years of singular leadership has proven why change is good. The overall atmosphere is one of distrust of our political leadership, a one sidedness that is rarely seen anymore in American politics. The closest thing reminding us of how it used to be is Chicago's Tammany Hall politics. That is unless you maintain an inside view of the Greenburgh/Feiner political machine. But that requires countless hours at meetings, reading documentation, discussions, and the backbone to question what is said. A few brave soles have attempted to run against Mr Feiner in numerous elections. Each time Mr Feiner has his foot soldiers go after their ballot signatures, residency or anything else to get them disqualified to guarantee another win. To quote a Mel Brooks movie line, "It's good to be the king."
Many residents in Town are tired. They're tired of not being respected because their opinions and beliefs differ from the elected elite's agenda. They're tired of double-digit tax increases while being told we're limited to a phony NYS 2% Tax Cap. They're tired of watching their hard-earned money be urinated away on giveaways and phony projects designed for a select few while being touted for all. They're tired of inappropriate subsidized housing in saturated neighborhoods, supermarkets in underpopulated areas that require an automobile to get to and lack a mass-transit option. They're tired of assisted living that segregates and will not allow low-income Greenburgh residents to live there. They're tired of having inequity within the Town championed by Mr Feiner and his Board while having services cut only to be told its helping the Town's bottom line. Their tired of phony issues manufactured to deflect attention away from the real issues or illegal actions of he and his Board.
The real bottom line is costly under Mr Feiner and his Town Board. Lawsuits and verdicts such as the $6.5 million against the Town by Fortress Bible Church are costing us much more than money. The weary, beleaguered taxpayer in Greenburgh expects and deserves more from their government. Its unfortunate that many will vote for the status quo without studying what is really going on. These are the headline readers, content to listen to Mr Feiner say something and because a complicit media publishes it, they assume its true. These are the willfully ignorant. The G10 know better, ABG readers know better. It's time that others throughout the Town know better. Help us to get the word out. Only then will we get A Better Greenburgh.

Impassioned Plea To Maintain Segregated Neighborhood
Several Planning Board meetings ago found a discussion on a proposal made by a family that is looking to combine three parcels of property into one and build a 2400 square foot home on it. The zoning for the neighborhood would allow for a 2800 square foot house. 2400 square feet is not an unwieldy, garish and/or oversized home as new homes go. This project would have most likely gone under the radar for approval except for one speaker. As the Board opened the “hearing” to the public to speak, the first speaker voiced their opinion against the proposal for several reasons which he proceeded to explain. Next up was Town Clerk Judith Beville.
She took to the microphone and speaking softly, introduced herself, stating that she was the Greenburgh Town Clerk. She began discussing “her” community and requested the Board “join” her in imagining going to her neighborhood and proceeded to ask the Board to envision how close her home was to the projected new home proposed across the street from hers. She stated that this was a woodlands, wetlands, nature preserve and protected environment that they would be allowing to to be disturbed. he left out wildlife preserve. The neighborhood is comprised of small colonial style houses. This home will stand out and not blend with the rest of the houses in the neighborhood. Living directly across the street from the proposed home, Ms Beville asked the Board, “ I want you to ask yourselves, ‘would you want this house built near you?’ ”
She proceeded with an impassioned plea saying this was a direct exploitation of this long-time African-American community.There it is. When all other arguments fail, bandy the race card to win the NIMBY argument. How disappointing it is to once again witness discrimination, this time in the form of racism through NIMBY-ism from another member of Mr Feiner's administration. Ms Beville has supported Mr Feiner and his Board's multiple construction projects against the wishes of many more people than the few in attendance this night. You may recall packed Town Hall meetings where neighborhoods protested Westhab, WestHelp, 88 North Rd, Frank's Nursery, Avalon Green, Toll Brothers, Dromore Road. The list goes on. What is different for her than what these other resident taxpayers were seeking to limit? Absolutely nothing!
Her claim was that this home shouldn’t be built because it would be a change to this long time African American community. Interpretation? Her racially segregated neighborhood should stay as it is. This is an example of reverse racism coming from another community leader and member of the Feiner administration. We’ve previously posted that the Feiner Administration condones racism from within and now it’s becoming more exposed.

The Board later detailed what constituted a wetland – this property was not. They explained a nature preserve – this property was not. They explained all of her other postulations only to summarize that the space she bemoaned as a waterway was determined to be a drainage ditch that occasionally collected water. They went through each of her points of objection and detailed how she was incorrect.
The Board’s response:
It’s interesting to watch how the "Greenburgh elite", or "1%-ers", who are used to getting their way for what they want, react when something is going to affect them more directly. This time it is Ms Beville and a project across the street from her home. When Westhab was proposing their building in Fulton Park, the residents didn’t say “No” to the proposal. They only asked the Town Board to not change the zoning and keep its size within the confines of the existing zoning. They had worked with the homeless at that location for years while it was a homeless hotel. The Fulton Park Civic Association President, who lived directly across the street, just asked for a more reasonably sized building and a buffer. Ms Beville felt Westhab should be built regardless of the residents concerns and publicly stated as much. But Ms Beville is saying she doesn't want anything built there. That's just wrong.
When Mr Feiner decided that a new Stop and Shop on Rt 119 would be a good thing on Rt 119 and the Glenville Neighborhood objected, they were summarily dismissed. When the Parkway Homes neighborhood found out they were getting yet another group home at 88 North Road, there were two issues at play: the first was that Mr Feiner led the state to that piece of undeveloped property and second, Councilman Jones failed to inform his neighbors and former neighborhood association. When Mr Feiner realized he could get Valhalla votes by letting WestHelp rot, he instructed somebody at the Town to leave it open. Now it needs millions of dollars worth of repairs to be habitable. Why are Valhalla residents, who live at least one mile away from this facility against this affordable/low income housing?
Some of the reasons people object to the developments throughout the Town are invariably told that it will raise our property values, increase diversity, increase tax income and make the Town more vibrant. The reality is usually not what we are told. Objections to the Dromore Road development is about overwhelming the school district, not about low income residents. Objections to the Comprehensive Plan's "nodes" is not about low income residents, but of urbanizing the Town and overwhelming the school system with more kids at an undervalued tax income as apartments pay less in taxes than single family homes. Of course, the elephant in the room is the continued racism emminating from our Town administration. Once this stops, we'll finally have A Better Greenburgh.

Ruining WestHelp to Secure Votes
The Town’s largest source of rental income will invariably continue to stand abandoned and empty, and continue to deteriorate throughout 2013. Regrettably, because of intentional and designed neglect, it will need to be torn down when all is said and finally done. This bill will wind up being paid for by the Town’s Unincorporated residents, victims of The Paul’s lack of management skills and overall incompetence. Of course, we all know this facility as WestHELP, the 108-apartment low/no income housing complex off of Knollwood Road on the Westchester Community College campus.
The Paul had craftily ignored requests from the Spano Administration over three years ago to renew the $1.2 million lease back when Spano was still the county executive. There was obviously an ulterior motive behind his refusal to renew: more votes for himself and even his “opposition”. He knew if he didn’t renew the lease, he could intentionally let the units fall into disrepair, vandalism and destruction and then say despondently, “These units need too much money invested in them to save, they must be destroyed as they are uninhabitable!”
The scheme was hatched. He informed his Stepford Board that they must sing the same song or risk expulsion from The Paul’s Circle of Trust, invoking the Sonya Brown clause. They concurred with the requisite, “Yes, m’Lord.” Seated to the right of The Paul was Kevin “The Henchman” Morgan, who scorned, “You will comply.” Newcomer Jones tendered temporary resistance by abstaining from attendance when a vote was necessary to move the plan forward. One demerit earned.
The Paul, ever adept with diversion, deflection and deceit, then formulated the next part of his plan. He found a likely subject that might be interested in occupying the property once the units were destroyed in the Ferncliff School. We imagine Sheehan might have asked The Paul, “But what of the County rental contract with the Town? Even as a non-practicing attorney you know it’s a breach on contract if we don’t rent these affordable units to people in need of homes?” And with a quick and surprising follow-up, Diana “Sleepy” Juettner might have asked “How about our own Greenburgh Housing Authority list of over two hundred and fifty people in need of homes? Can’t we put them in there?” Enraged, we can almost hear The Paul yell at them, “ENOUGH! IT’S NOT ABOUT HOUSING! IT’S ABOUT GETTING VOTES IN THE NEXT ELECTION! Pay attention people. On Monday, December 3, the Town will receive bids for the use of the WestHELP property. It appears that Ferncliff is in the lead as the preferred candidate. While it looks sincere, it’s all moot as The Paul will continue his “tear it down” mantra and insist the Town enter a long-term lease for the property with Ferncliff. Plus, it’s not up to The Paul to decide what can be done with this property. Ferncliff is a for-profit school for developmentally disabled children. They seek to build a new residential school and facility to replace a Yonkers facility which they will be forced to leave. Why wouldn’t The Paul offer the old Frank’s Nursery property on Dobbs Ferry Road. According to The Paul the Ferncliff deal is worth more than the GameOn 365 deal. The operative word here seems to be “deal”.
The Ferncliff proposal was turned down by the County Board of Legislators because the Town's contractual rights to the WestHELP property mandate the 20-year old county-owned apartments be used for low and moderate income housing. After allowing the contractual lapse, a SUNY Purchase representative looked at the facility in hopes of using it for student housing, as it is currently on SUNY property (the WCC campus is a SUNY facility). He found that with the disrepair and now mold conditions, the apartments would require about $20k each for renovation to make them livable by students. Given the state’s fiscal troubles, ABG doesn’t see SUNY or the state stepping up to take these over anytime soon. Although, this would be a great usage for them.
The Paul has made alliances with an overwhelming majority of residents from the Mayfair Knollwood community who have opposed this housing since it’s inception. They claim it’s too close to their homes. Ironically, these “NIMBY-ers” are a mile away from the facility and the housing is secured on the Westchester Community College campus in a fenced-in area that the Town erected. So, by knowingly choosing to not spend any town money to maintain the 108 apartments from September 2011, when the contract expired, The Paul guaranteed the apartments to be uninhabitable and gifted their destruction to the Mayfair Knollwood community!
While the Town has lost the $1.2 million dollars annually by not renewing the contract, The Paul is claiming that if the Ferncliff deal had been approved, “the town would have received about $530,000 a year in rent.” Of course, without New York State agreeing to fund it, the Town gets nothing! The Paul is pushing to keep the property from being used for low and moderate income housing regardless of whether the deal happens or not. THAT’s how all the politicians will get their votes.
The Paul and his Board have not posted financial resources in this year’s 2013 town budget for any repairs or maintenance of the facility. This indicates that The Paul isn’t planning on doing anything with this property except tear it down. ABG believes he will continue to bemoan the Westchester County Board of Legislators as resisting his plans to raze the facility and lease it to Ferncliff. The County Board of Legislators threatened to take the WestHELP property away from the Town for violating the terms of its lease and maintained it must be used for low and moderate income housing. ABG believes they should do just that! He’s even challenged them to attend a meeting as a publicity stunt we hope they won’t dignify by attending.
It’s a shame that this has been allowed to intentionally happen right before everybody’s eyes and no one, especially the County landlord, has acted to stop it. ABG believes the County Legislators, the County Legal Department and yes, the County Executive need to get off their vote-purchasing bandwagon and do the right thing! They should initiate an action against The Paul and his Board forcing the Town to renovate the facility to habitable status and either put people in it who are homeless, abuse victims, veterans or students and start utilizing the 108 apartments as intended and collecting rent. If the Town will not do so, the County should immediately take the property back, begin renovations and get it into a ready-to-use condition. By letting this valuable asset decay, nobody but a few politicians, and most importantly The Paul can come out ahead. It's time for everyone to stop playing games with this existing and vital housing, fix it up and get people living there. We can only hope.
The Paul had craftily ignored requests from the Spano Administration over three years ago to renew the $1.2 million lease back when Spano was still the county executive. There was obviously an ulterior motive behind his refusal to renew: more votes for himself and even his “opposition”. He knew if he didn’t renew the lease, he could intentionally let the units fall into disrepair, vandalism and destruction and then say despondently, “These units need too much money invested in them to save, they must be destroyed as they are uninhabitable!”
The scheme was hatched. He informed his Stepford Board that they must sing the same song or risk expulsion from The Paul’s Circle of Trust, invoking the Sonya Brown clause. They concurred with the requisite, “Yes, m’Lord.” Seated to the right of The Paul was Kevin “The Henchman” Morgan, who scorned, “You will comply.” Newcomer Jones tendered temporary resistance by abstaining from attendance when a vote was necessary to move the plan forward. One demerit earned.
