Scam Alert

Local business in the Village of Tarrytown and the City of Rye was recently scammed. A person presenting themselves as the Fire Inspector from those Communities appeared and demanded cash to pay a Village inspection fee, which was paid to them. No municpal employee will never ask for or accept cash or other payment in the field. This kind of scam and other similar scams could happen to anyone – a homeowner or a business owner – and could also happen in the instance of someone posing as a representative from a utility like Con Edison or Verizon, a Federal agency such as FEMA or the Small Business Administration (SBA) or some other company or organization.

To avoid being scammed, please keep the following tips in mind:
· Always ask for official identification.
· No Village employee will ever ask for payment, especially of cash, in the field. All documents and payments should be submitted at Village Hall and by check made out to the Village of Elmsford.
· Do not give out personal or confidential information such as your birthday, social security number, bank account number, or other personal or confidential information.
· If anyone attempts to demand cash or other payment from you on behalf of the Village of Elmsford, or another community, please call your Police Department to report criminal activity.
· If you have surveillance cameras, please retain and preserve the information and share it with the Police Department to assist in the investigation.
· Do not allow anyone to coax, coerce or bully you into buying or paying for something you do not want and/or did not ask for.
· For help with dangerous or possible criminal activities, please call your Police Department.

ESCO Scam Perpetuated On Taxpayers Again

 A Message to All From the Council of Greenburgh Civic Associations:

The original intent was to wait a few more days to receive Con Edison bills for the month of December and then issue a 2020 year-end table demonstrating the cost difference to five residents who “opted out” of the ESCO contract for electric supply in which the Greenburgh Town Board enrolled nearly 12,000 resident and small businesses users.

However, in response to a number of calls, the Executive Board of the Council of Greenburgh Civic Associations feels it necessary to reply to some misinformation that the Town released Wednesday (1/13/21) in an email blast regarding the new 18-month ESCO contract.

The Town’s email stated:  “We’re happy to announce that the Town of Greenburgh and our neighboring communities will be renewing our participation in Sustainable Westchester’s Westchester Power (WP) program.”  In fact, more than half of Greenburgh’s “neighboring communities” – Town of Mount Pleasant, Village of Elmsford, Town of Scarsdale, Town of Eastchester, City of Yonkers – have never participated in this Westchester Power program.

While it is true that the Westchester Power program did offer a “clean electricity supply choice since 2016,” Greenburgh residents and small businesses were not part of that choice.  Instead, the Town enrolled Greenburgh residents and small businesses in the “standard option” which means they have been paying for electricity to be supplied mainly by fossil fuels and nuclear.  Thus, no tons of greenhouse gases have been mitigated.

The only thing Greenburgh residents and small businesses who had not “opted out” could rely on was a fixed rate of 7.709 cents per kilowatt hour. And, that fixed rate has been costly to those Greenburgh residents and small businesses. The CGCA urges you to compare that fixed rate price with the kWh costs listed on the attached table for five properties that did “opt out.”

Please focus attention on the column for Property #5. As the table indicates, over the past 22 months this property has paid considerably less each month for electricity than the 7.709 cents per kWh cost charged by the Town’s chosen ESCO.  The most recent cost to Property #5 was 5.5 cents per kWh, mainly for the month of November.  While this mere 2.209 cents saved per kWh may not appear great, please be aware that Property #5 is a “total electric living” household.  The owner is the sole occupant who rarely uses the oven and carefully controls indoor temperatures.  Even so, 1,544 kWh of electricity were used between November 5 and December 9.  That 2.209 cents difference amounted to a savings of over $35 for this time period.  Even greater numbers of kWh will likely be used and more savings may be possible in the colder months ahead.

Can you imagine what the electricity costs are to a “total electric living” four-bedroom townhouse, such as those at Westchester Hills, occupied by four or more family members? Electricity is used to heat or cool the rooms; run an oven for hours to cook meals including roasting that Thanksgiving turkey; heat hot water for multiple residents to take showers, wash dishes, wash clothes; dry laundry; provide lighting; and power refrigerators, TVs, computers and numerous other appliances.

The Town’s choice for the 2-year (2019-2020) ESCO contract has been quite costly for "total electric living" residents and the almost 12,000 other residents and small business electricity users.  Yet, the Town has failed to take any responsibility to inform users of this cost factor over the past two years.  This is especially troubling during this last year when so many residents and small business owners have been negatively impacted financially by the COVID-19 pandemic.

The new 18-month ESCO contract the Town approved becomes effective with January 2021 meter readings and does provide for the “green” sustainable option at a cost of 7.405 cents per kWh which is slightly less expensive that what users have been paying.  We will have to wait to see what the financial impact will be.

The Town’s January 13 email contained other inaccurate and dated information that is not worth addressing at this time. Hopefully, in the months ahead, the Town will do a better job of reading information it receives before posting it on the Town’s website.  And hopefully it will provide accurate and up-to-date information, as it promised, on whether this new green ESCO contract is to your advantage.

"The Flight Attendant" is going to be filming here in Elmsford.

They will be filming on Monday September 21, 2020 - 7:00 A.M. to 4:00 P.M.

They will be filming at the Motel 6 located at 19 West Main Street, Elmsford.

Flight attendant Cassandra Bowden (Kaley Cuoco) wakes in her hotel room hungover from 

the night before inDubai with a dead body lying next to her. Afraid to call the police, she continues her morning as if nothing happened, joining the other flight attendants and pilots traveling to the airport. 

 

In New York, she is met by FBI agents who question her about her recent layover in Dubai. 

Still unable to piece the night together, she wonders if she could be the killer.

Every year major Films and TV Series are filmed right here in Elmsford starring big name actors and actresses.

These filming days have proven to be beneficial to the Village and to businesses in Elmsford.

The movie company pays a permit fee to the Village, they pay to use the facility they are filming at, and they shop at many Elmsford Businesses for food and supplies for the filming.

Many of the crew have returned to Elmsford after the filming to do business with a business they saw, or did business with while here.

Plus when you go to see the movie, or watch the show on TV,  you can say, that scene was filmed in Elmsford.

Happy Quarantine Birthday to You, from the Elmsford Fire Department

A party during a quarantine might sound like a bummer but birthday boys and girls in Elmsford are in for a treat.

Debuting tomorrow, Sat., Apr. 11 at 11 a.m., the Elmsford Fire Department will be spreading a little delight around the village.

“In thinking of bringing happiness to kids and families during this tough time, we’ve decided to bring joyful moments and celebrate kids’ birthdays,” Chief Nelson Diaz explained. “Residents in the village and fire district that signed up will be visited by the department and we will sing happy birthday to them.”

The special treat will continue every Saturday through April and into May. Lucky kids will also receive a small gift from the local heroes.

“We have several families that signed up,” Diaz explained. “…The department will drive by these family homes and bring them happiness…Please join us if you can participate.”

Upcoming Traffic Alert

On Sunday September 15, 2019 from approx. 8:00 A.M, to approx. 12:00 P.M. (Noon), East Main Street (Route 119) will Close in both directions about 14 times for a short time, temporarily in front of # 250 which is Premier Auto, which is across the street from Bed Bath & Beyond, across the street from Burger King and between Starbucks and the Kidney Center.

Premier Auto is the building under construction and will have a helicopter lift approx. 14 roof-top air conditioning units off of trucks in the parking lot of Bed Bath & Beyond and bring them across East Main Street (Route 119) and place them on the roof of Premier Auto.

East Main Street will be Closed to Vehicle and Foot Traffic while the helicopter is crossing the road with the air conditioning units and re-open when it clears the road. The closings will only be for a few minutes each time to allow for the units to safely cross the road.

Premier Auto, the Construction Company and the Helicopter Company have all obtained Permits from the New York State Department of Transportation (DOT) who owns and operates East Main Street (Route 119) to do this work.

We would advise you to avoid the area, or if you do not mind stopping for a few minutes, while you are stopped you can watch the helicopter perform the work.

Kevin Morgan Passes

Elmsford, NY - Kevin Patrick Morgan, 63, a lifelong resident of Elmsford, NY died April 4th, 2019 after a short battle with cancer. Born May 20th, 1955 to the late Alphonsus and Rosie (O'Reilly) Morgan, he is survived by his loving wife Nancy (Parks) of 40 years, son Kevin (Rhonda) and daughter Kristen (Rajesh) Kumar. Poppy to Evan, AJ, Julia, and Liam. 

     He was a decorated retired police detective in the Greenburgh Police Department, an Investigator for the legal aid society, Greenburgh Town Councilman, member of the Elmsford Rotary, and Leukemia And Lymphoma Society board member in which he won man of the year for his fundraising efforts. 

     Kevin is survived by sister Linda and his brothers Robert and Richard and many nieces and nephews. He is predeceased by his sister Deborah and his brother Brian. Reposing, Hawthorne Funeral Home, 21 West Stevens Avenue, Hawthorne, NY, on Saturday, 2-5 PM and Sunday 3-7 PM. Funeral Mass, Monday at 10 AM at Our Lady of Mt. Carmel Church in Elmsford, NY. Interment will be at Mt. Calvary Cemetery, Greenburgh, N.Y. In lieu of flowers donations to Leukemia And Lymphoma Society

Sex Offender Moves To Elmsford

The New York State Division of Criminal Justice Services issued an alert on Thursday to Westchester residents regarding the residency of 46-year-old Shawn Rutledge, who has moved from White Plains to an address on Tarrytown Road in Elmsford.

The Division of Criminal Justice Services has assigned Rutledge as a level two threat, which means he is at "moderate risk of a repeat offense."

According to the Division of Criminal Justice Services, Rutledge sexually abused his female victim, whose age has not been disclosed, in March 2007. He was arrested by the New York State Police Violent Crime Analysis Program VICAP and sentenced to 90 days in local jail in February the following year. He is now under the jurisdiction of the Elmsford Village Police Department.
